The U.S. Department of Commerce said on December 21 that it would launch an investigation into the U.S. semiconductor supply chain and defense industrial base to address national security concerns about chips from China. The investigation aims to determine how U.S. companies purchase traditional chips, namely the current generation and mature nodes of semiconductors.
Unlike the previous "restrictions on the sale of chips to China", this "reverse restriction" will focus on the review of U.S. companies to purchase semiconductor products made in China.
The U.S. Department of Commerce said the investigation will begin in January next year, aimed at "reducing the national security risks posed by China", and will focus on the use of traditional chips made in China in the U.S. supply chain of key industries and procurement.
In this regard, in the regular press conference held on December 28, China's Ministry of Commerce spokesman He Yadong responded to the U.S. Department of Commerce will be investigating the "key industry procurement of Chinese traditional chips", said China will pay close attention to the U.S. side of the relevant measures of the movement and impact, and resolutely safeguard their own interests.
He Yadong said, the semiconductor industry is highly globalized, any violation of the laws of the market, cut the global semiconductor market behavior, not only damage the legitimate rights and interests of Chinese enterprises, will also affect the interests of semiconductor enterprises in various countries, including U.S. companies, disrupting the global industrial chain, supply chain stability.
In fact, over the past period of time, the U.S. government has been expanding its semiconductor export controls on China, as well as export restrictions on the AI chip industry.
Earlier this month, China's foreign ministry spokesman Mao Ning said, for the U.S. chip export controls on China, China has repeatedly stated its position, the U.S. abuse of export control measures seriously damage the legitimate rights and interests of Chinese enterprises, is not conducive to the stability of the global chip production and supply chain, a violation of the market economy and the principle of fair competition, is not in line with the interests of either party, China firmly opposed to this. The U.S. side has repeatedly stated that it has no intention of "decoupling" from China or obstructing China's economic development, and that the U.S. side should put these commitments into practice. China will continue to pay close attention to the relevant developments and firmly safeguard its legitimate rights and interests.
